Skipping past the unrest/rebellion rules (although feel free to make suggestions if you wish).
Two things I'm looking at here.
Some draft rules suggestions for estate admin:
All estates are administrated with a single roll.
Anyone at the front has an ability of 1 for admin.
However, wives will automatically agree to administer estates from Paris and mistresses will do so with a loyalty roll.
Anyone in the province where their estate is gets a +2 to their effective admin ability (great for estates in the Ile de France!)
Wives and mistresses will agree to spend a season away from Paris administrating estates with a Loyalty roll at -2. However, they get +1 during summer and another +1 if they have family in the province. If visiting family already, for that month wives will automatically administrate estates and mistresses will do so with a loyalty roll.
What do people think? Don't think this is crippling for front characters, but it gives bonuses to those with wives and allows people to set themselves up as estate managers!

The other thing I'm looking at is switching title attempts to a "points" system, much like MiDs currently.
This has two main benefits.
It allows me to put in more ways of accruing point. A critical success in an etiquette roll at a royal ball shouldn't give an attempt automatically, but it could accrue to title attempts.
It also would allow characters to combine ways of getting titles.
I'd also be looking at bringing back some kind of bonus for previous unsuccessful attempts.
Overall, I think this would mean that lucking your way to the top is slightly less likely, but overall it will be somewhat easier to progress.
Feedback welcome; I want to know if people like the general principle before I start properly statting this up!

Anyone at the front has an ability of 1 for admin. (...) Anyone in the province where their estate is gets a +2 to their effective admin ability (great for estates in the Ile de France!) Are those two factors cumulative (so a character in Campaign in his state Province would have an Admin ability of 3)? The other thing I'm looking at is switching title attempts to a "points" system, much like MiDs currently. I’d have to see the “point system” before I can opine (though I like the current system), but I guess you mean more such points to have higher titles... If so, I guess (as said without full knowledge I cannot say for sure) I’ll see it a little cumbersome and requiring more bookkeeping, a I guess there will be things that give an automatic title roll, while others only some points (or different things being worth a different number of such points). My own suggestion (this is fully dependent on how many high nobles you want in your game, as it will difficult reaching them): Reasoning: it was not strange for nobles to have several titles of the same grade (e.g. being Count or Baron of two or more counties or baronies), but in the game this is not possible (aside from inheriting one or receiving one by wedding).Once an already Baron or higher character receives a title, a die is rolled against his noble rank (According to the Titles table, Chevalier being rank 1 and Duke being rank 6). If the roll is higher than current Rank, the title received is the next higher one (as per current rules). If the roll is under current Rank, a lesser Title (up to current Rank) is received. So, a Baron who receives a new title would be made a Viscount on a roll of 3+, while receive another Barony or Chevalier state on a 1-2, and to become a Duke you must be a Marquis and roll a 6.This would also allow for Dukes to receive more lesser states (I would not allow two Duchies for a single character, as those were rare at best). The number of MiDs for a title roll would be current highest Rank + 2. So, for a non-noble (rank 0), two MiDs would mean a title roll, while a count (rank 4) would need 6 MiDs (this is the same as now)

The general idea here is that it's not possible to admin an estate properly from the battlefield! A bit more cumbersome I think, but not necessarily more bookkeeping than something like keeping track of how many theatre productions people have done. And yes on the latter; different numbers of points and some automatic title rolls. While I like this in theory, I think combined with the possible points system it probably would make the higher levels too difficult to reach.

Sure, that's why I said it's fully dependent on how many such high nobles do you want in the game... Being knighted should be an aspiration not out of hand, as it would be lesser nobility. Becoming a Duke should be something really exceptional. And, as said, OTOH it allows even Dukes to receive more titles.

What might work as a variant for Dukes is to let them recieve more lands, much like clergy.

I don't have any objections to the changes Sam proposes but one question.
Currently, mistresses don't have an Admin ability. Will it be added or does the Admin skill default to something else?

SHould any PC have states in more than a single province, I guess the roll is the same but the effect may vary if he's in one of the affected ones. Is that right?

I'll post them up when it's all done. Nothing is set in stone yet, so take these on that basis.
Big changes so far:
The addition of a Grand Duc rank for people to aim for.
The possibly of getting more than more then one title (so you can be a Duc and a Baron).
More ways of getting towards a title.
Title attempts are a bit rarer, but they're more balanced so people aren't as reliant on lucky rolls. That's the one I'm going to likely need most feedback on; I've tried to balance those two things out but people may prefer the old way or have suggestions for modifications.

How are the December title attempts for Governors and Ministers going to be handled? I am certain that Jim is as interested as I am!
