Provincial Governors

Since several of us, I suspect, will be applying for governorships in September, I wanted to ask a question (or all of them, I have all the questions) about the rules:

1.   Rule 24.10 Civil Notes state "The governor must spend at least one month in his province a season or lose the post"

        Is this a full four weeks or can a governor travel to his province in Week 1, spend Week 2 and 3 administering the province and return to Paris in Week 4?

2.    Rule 24.10 Civil Notes state provincial governors "can not perform weekly actions".

        As a character is already limited in what they can do in a province, does this rule further limit what they can do? i.e. no family visits, no fetes, no hunting, can't attend court if it is in the province, etc.

3.    The rules for city governor under Rule 24.10 Civil Notes does not state that the city governor must must one month administering the province and is not limited in weekly actions like provincial governors.  Is this correct?

4.    If a governor taxes the masses (rule 13.1) and civil unrest results, is the amount received? i.e. PC taxes 500 and the roll is 12 resulting in civil unrest, does the PC get the embezzled amount?

5.    The table in rule 13.1 and the justice table in rule 30.6 conflict. Table 13.1 shows a minimum of 500, Table 30.6 shows a minimum of 100. Both have a 12+ chance of unrest.

6.    The military appointment table (Rule 24.10) lists AA as a special requirement. Does AA stand for administrative ability? Is the AA modifier the same as the military ability modifier at the end of the table? Does the AA modifier apply to Provincial Governor and City Governor appointments on the civilian appointment table (Rule 24.10)

Hmm. As the rules are written it's the former, but I'm not sure if it should be. (The travel rules were added later). I'm inclined to say they must spend a month in their province including travel times there and back.

That does seem pretty harsh.   Spending a week in the province doing admin seems fairer.

Makes sense to standardise that I think.

I recall that one being argued about but I can't remember what was decided!  My view is they shouldn't I think; rioting peasants don't pay taxes.

The unrest rules need a complete rewrite I suspect, but 500 seems fairer. Why would anybody only embezzle 100 in a season with those chances?

Rule 36.29 states “Each character with informers in his employ…must spend one week each season collecting information from and making payments to them (This time would be spread out throughout the season in actuality, but in practice an order must be given for this one week in each season).

Perhaps governors should be afforded the same rule, i.e. having to spend one or more weeks each season (distributed as they like) administering their province. The governor would need to be in the province for the week(s) they are administering their province.

The time spread out throughout the season could represent governors giving orders to agents in absentia but needing to be present in the province for certain matters (like ruling in minor court cases).

That'd make sense I think and a week actually seems enough.

Let me give an example to test my understanding of the current unrest rules.

1. In May, AdB, Governor of Champagne, orders taxation the masses for 500 crowns. He must be in the province in May to order the embezzlement.
2. The Unrest roll is 12. Unrest occurs and AdB does not receive the 500 crowns.
3. AdB, rolls against his military ability to determine battle result in May.
4. A BR of 1, 2, or 3 results in the masses being suppresses with no further consequences for AdB.
    4a. Does a BR of 1 grant a title attempt?
5. A BR of 4, 5, or 6 results in an escalation of the unrest into full rebellion or riots in June.
6. A BR of 5 or 6 also results in Disgrace meaning loss of position and sent to the frontier for a year(?)
7. AdB also rolls outcomes based on BR, Field Operations, and a Frontier Regiment (or Paris Guard)
    7a. Bravery and Poltroonery are used based on AdB's orders
    7b. AdB can set a personal objective as a conditional order
    7c. AdB has a chance at mention, promotion, and loot (could represent successful enforcing taxes on some of the masses)
8. PCs with estates in the province still receive income in May as the province is not in full rebellion.
