Does a house on an estate size 1 meet this requirement ?

No. Paris is the center of France if not the world. A prospective spouse would take a dim view of you not having permanent lodgings in that fair city. She would not want to be "banned to the provinces" just to have a place to call home.
There would be an exception if your estate were in Ile-de-France but as it is in Provence, no such luck.
Didn't you purchase a townhouse in Belville?

Is buying a house and moving in a single weekly action? Or is buying a pre-monthly action? I see Selling a property in the pre-monthly list, but not buying
EDIT: I may have found the answer in the orders spreadsheet - Buy Property is a weekly action and it seems as if it includes moving in

The Buy Property action does include the move-in.
