The House Rules contain sections relating to both Estates (16) and Housing (32).
Contained within the Rules on Estates is 16.16 which details the ability to mortgage a property to the Shylocks. There is no such reference under the Housing rules to be able to do the same, i.e. mortgage the home that you own.
Is this an oversight or is it simply not allowed? I would have assumed if you own the property then you should be able to mortgage it, if you so choose and would be grateful for GM clarity on this point.

There has, to my knowledge, never been a provision for mortgaging housing. I believe that this is because estates and housing work differently in the game, the latter being a means of gaining status and the former a source of income. By mortgaging an estate you are forgoing the monthly income in favor of a lump sum payment. Mortgaging a house would have be trading monthly SP for a lump sum.
You could achieve the same effect by selling the house and renting in the same neighborhood.
