Subalterns now have the option of spending their week of regimental duties studying at the Academy.
This option is not open to Privates and the character will have to pay the cost themselves.
I think this makes sense; it's in the army's interests to give it's Subalterns time off to study.
It also gives an option for those Subalterns whose Expertise is too high to benefit from weapons training. This balances it a bit with priests, who always have the option of gaining at least 1 SP as part of their duty.
This also makes being a Subaltern less of a disadvantage. Whereas being a Private is always a choice some Subalterns will be in that rank because a higher status character went for the same role.

In fact, I was about to suggest this same thing, but adding to allow also Regimental duties (this time for both, Privates and Sublaterns) to train at the Gym (as per rule 10.10).
Reasonin gis more or less the same you gave in your post: if such a character already has Expertise 14+ and MA 3+ he may not train them any more (at least as Regimental training, for Expertise), and the Army is, I guess, interested in having strong and healthy men in their rank and file.
Also related, as it is about regimental duties, I'd sugest a small addition in 18.12 (in blue)

That sounds reasonable. I think giving lower ranks restricted actions rather than completely wasted weeks. Again, that looks good. Once we have random events implemented in the future I might rework it to make time off more or less likely depending on recent events (new births or family deaths making it more likely etc.) but for now I think we'll use that.

The subalterns are needed to supervise the privates in their duties. The trade-off that balances with the clergy is that the sublterns get to get MIDs and loot on campaign.

I do not think regimental duty should provide the opportunity for self-improvement. I feel it is the price of remaining at a low rank. I am sure we all hate wasting valuable weeks, but there are always likely to be plenty of vacancies for captains. Sure, the commission and horse is a major investment for a poor man, but isn't that sort of challenge and trade-off the whole point of the game at the beginning? We have to weigh up the advantages and costs, figure out how to repay loans, and, in all likelihood, face death at the front in search of lucre to fund our personal growth back in Paris.

I do tend to agree that Regimental Duties should be a negative incentive to remain at low rank, and that being able to train / attend the Academy as military duties negates this somewhat.

It's partly encouragment for people not to do their duties then spend the rest of the time at the academy. While that makes sense, it's not exactly conducive to interaction with the rest of the game.
