(Naturally, this can be changed re the normal substitution rules. Command positions will being appointed from next month onwards).

The ones for the Summer Army were filled in April!
The only one available is Savoy and be warned that's a Garrison posting.

According 21.2:
Can a single Brigade be considered a Division?
Frankly, I expected the RHNB to be sent there and formed into a Brigade with the Frontier Regiment, and this Brigade with the Cavalry one to form a Division (that counts as an Army)...
And, in any case, will the Spanish Frontier be considered fully manned (see that at HL 9, 4 regiments are needed, while at HL 10 it is said and Army, but I guess it would be no less than at SL 9...)?

A single Brigade can be considered a Division.
And it's considered fully manned; for our purposes if regiments are sent there it's considered to be enough for that frontier!

The easiest way to fix it, IMHO, would be to specify that a division must contain at least 2 Brigades (and a máimum of 3), more or less as Regiments to form a Brigade. This would mean that to form an Army (at least a Division), you'd need at least 4 brigades (but at HL10, as an Army may contain any number of Regiments, there will never be advantages for overmanning).
Of course, this may be not applied this summer, to avoid retcons...
