The Beginner's Guide says that they're renewed at the end of the month, the rules the start.
Which would people prefer?
For the March turn people can go with whichever is most favourable. (Generally the former, unless you wanted to use a used one at the start).

I reread my En Garde! rulebook and the timing of receiving influence is not specifically addressed. The rule that all other favors "may not be saved beyond the season in which they are received" implies that personal and appointment favors receive in the Winter (Dec-Feb) can not be used in March pre-monthly or otherwise. If personal and appointment favors expire at the end of the season but don't renew until the end of the first month of the season, players needing to use favors at the beginning of the first month of the season are at a disadvantage.
Unless the house rules change the expiration of personal and appointment favors, they should be gained at the beginning of the first month of the season.
