I’m afraid there’s a problem with the carried forward SPs (at least for JBO, probably for MH too)
As rules stand (6.4-6.7), for JBO to achieve SL 24 from SL 23 he attained (at least) 115 SPs (23 x 5). The SL raise would cost him 69 (23 x 3), so leaving him with 46. He will carry forward the remaining points . 46 (23 x 2), so it would be 0 SPs carried forward.
OTOH, it was discussed that at SL 20+, as raising SL needed SP x 5, to raise its cost to SL x 4. If so, and again assuming he obtained the exact 115, it would cost him 92 SPs to raise to SL 24, and the remaining 23, being 23 under SL x2, would leave him at -23 SPs carried forward. That’s quite far from, the -60 listed…
MH case is different, a she didn’t raise SL (I guess his low tally comes from failing to attend the Major Envoy). In this case, if he did not lose an SL it means he obtained, at least, 20 SPs. If so, he would carry forward the difference among obtained SPs and SL x 2. So, assuming he accrued the minimum 20 SPs, he would be left at -20 SPs carried forward (again, far from the -67). If he accrued less, he should lose an SL (and the table in 6.8 hints us he will carry forward and SP accrued, I guess even if negative, though this case is not specified in the rules), and if he accrued more, the carried forward SPs would be over -20…

Based on the discussions and Sam's desire to make gain SL after 20, the following rule is implemented:
Once a character obtains SL 20, the number of status points required to increase SL is changed to 5*SL, the cost to increase SL is changed to 4*SL and the amount of SP carried forward is changed to the excess or deficit over/under 3*SL
I apologize as I should have made it part of revision 1.1. It will be in revision 1.2 due out next weekend.

Then, assuming JBO accrued just the 115 SPs needed to reach SL24, it would cost him 92 SPs (23 x 4), and so would have 23 remaining. As this is 23 under the SL x 3 taken as threshold for carrying forward 0 SP, he would be at -46, not at -60…
In fact, with those changes, due to the formula, at most you can have – 2 x SL deficit carried forward (with the old formula, or at SL 20-, the maximum deficit is –SL)…
NOTE: when I say SL, I always refer to old one, not increased one, as this is the one used for all formulas

I looked over the formula in the worksheet and made corrections. Appears that JBO was the only character affected.
JBO earned 124 SP. After 92 SP (SL23 * 4) to raise SL, had 32 remaining. Less 69 SP (SL23 * 3) for maintenance carrying forward -37 SP.
