Just to clarify, currently the main positions considered full time are the senior ministers and governors, not lesser ministers.
Fact is that one of the reasons to apply for CPS was that it was not a full time appointment, as his economical situation nearly forces him to go war 8and anything is better than frontiers). Otherwise, he would have appointed for State Intendent, that also gives him this freedom.
Note that if I was to implement a change, that would also be a full time position as would the vast majority of government/civil positions! This wouldn't just affect CPS.
In terms of the game world, it doesn't quite make sense with Commander I think. It's not about forbidding to go to war, it's about the fact your role is specifically to protect the royal family and you can't do that from the front!
However, the flipside of this is that I'm aware that when you joined the RFG early on they weren't yet a special military unit, just another standard regiment. So at the very least, no change would take place here until you're no longer Commander.
You may want to consider whether Marshal de Champ is actually better for you anyway. I think it may be. Slight SP hit compared to commander but better command positions and better front mods.
I think everybody is going to be biased on this one, which is one of the reasons I'm conflicted. At the moment, I think the current setup is:
Highly advantageous for you and Renald, who get to take Paris based appointments and temporary commands if you want them and go to the front.
Quite a blow to non military characters. Not only do they have a harder time gaining titles in the first place (to the extent none have managed it so far), if they do manage it half the Paris based positions are taken up by military men who aren't even necessarily in Paris half the year and have a load of military appointments they can also go for.
Not a big deal either way for Arnold and Jacques who both have nice full time appointments anyway.
So that's why I'm unsure on the best thing to do here and why I'm wanting as much feedback as possible; it's a situation where the current rules are great for military players but I'm not sure how and if non military people are finding them unfair in comparison.

About the Guards Commander, I'd see strange a military Rank (albeit temproary) that forbids to go to war, and its position is moslty formal, even if only to gain more military experience.

As said, huillaume does not intend to go for higher Rnaks ,as he does not want to leave the Guards, at least not yet. In a game where promotions could not be refused (as Britain EG!) he would probalbly stop at Colonel for a while, not taking posts where he could be promoted further. And see that refusing promotions means really sacrificiying any gain, as in this case they are not exchanged by MiD...
