Why do the 4 brigades on the Flanders Front report directly to an Army Commander instead of intermediate Division Commanders? Based on the general rule of two regiments to a brigade, you could (should?) have two divisions of two brigades each under the command of the Flanders Army.

So divisions are now "small armies". Even so, shouldn't the four brigades of the Flanders army be grouped into two divisions? If all those regiments can go on campaign, but contain only two divisions, there is going to be an insane level of competition for division commands as PC rise up through the ranks. There would certainly be four divisions according to the standard EG! army organisation.
