Nothing controversial here I think. Making them a bit less punitive.
5.0 NMRs (No Move Recieved)
5.1 Players may send a single set of "NMR Orders" in case of a missed order deadline. 5.2 Failing that, a set of default orders will be used. 5.3 The default orders that will be used for a player is he does not turn in orders, is not at the front, on mission, or on expedition, and does not have NMR orders on file will be the following: Week 1: Go to Bawdyhouse and get FC (Do clerical duties if Clergy) Week 2: Do regimental duty and practice regimental weapon (or do clerical duties) Week 3: Same as Week 2 Week 4: Go to church 5.4 Characters will automatically be removed from the game after a third NMR. 5.5 Exceptions can be made (for holidays etc.( by prior arrangment with the GM.

If expertise 15+, train in the gym for Str or End (the one already in training if any, the lower of them otherwise, random if tied). This is mainly because if you don't meet your mistress/paramour in amonth, she will leave you, and I find too harsh to direcly lose her because you could not send your turn. The change for week 2 is to avoid it lost if xperience is too high to train in the regimental school.

- Clerical duties (for clergy)
- Do regimental duty and practice regimental weapon (or do clerical duties). If expertise 15+, train in the gym for Str or End (the one already in training if any, the lower of them otherwise, random if tied).
- Tending shop (for merchants)
- Making artwork (for anyone else, as anyone can do it
5.4 Characters will automatically be removed from the game after a third NMR in a row. 5.5 Exceptions can be made (for holidays etc.( by prior arrangment with the GM. Notes; - I put the clerical duties before regimental ones for Regimental Chaplains, that I guess woun't train weapons too much...

In fact, I was about to suggest this same thing, but adding to allow also Regimental duties (this time for both, Privates and Sublaterns) to train at the Gym (as per rule 10.10). Reasonin gis more or less the same you gave in your post: if such a character already has Expertise 14+ and MA 3+ he may not train them any more (at least as Regimental training, for Expertise), and the Army is, I guess, interested in having strong and healthy men in their rank and file. That sounds reasonable. I think giving lower ranks restricted actions rather than completely wasted weeks. If so, you should define if the regiments have free gyms (as they have weapon schools) or this training must be paid too (as Military Academy).

I don't think that's needed. Partly, if people do a NMR I don't see the need to have lots of qualifiers in terms of stat boosting.

Well, the things I mostly meant were for those characters already with a paramour, that with your suggested NMR would not attend her, and for those neither in a Regiment nor clergy, as Artists, Doctors or Merchants...
Let's imagine Mr Alguille cannot send the turn. Following your NMR plan, both, his mistress (Mmlle Bachelet) and his shop will be left unattended this month, while he will go to a bawdyhouse (probably to Mmlle Bachelet disappointment) and spend two weeks doing nothing, as he has no regimental or clerical duties to attend...

Pretty much. The idea of this is to stop people being unduly penalised (by penalties for no FC or sending them to the front) rather than to make NMRs a good option.
