Firstly, thanks for your post. Genuinely, I'd much rather have this kind of construcive criticism than have people remain silent. A few thoughts.
I completely agree that command MA's should have been up before now. I hope this comes across as an explanation rather than an excuse, but this is the first time I've run En Garde in 20 years and last time I did someone else handled the military game! So this is still something I'm learning from and they'll be done more in advance in the future.
On the Frontier Inf/Cav split that one is in the rules and has been from the start.
That doesn't, however, mean it's easy to spot! In fact this confirms my instinct that the entire military rules need an overhaul to remove some of the unneccssary complexity from it. I'm happy to take requests on when annoucements etc. should be made as part of that.
None of that necessarily helps out with your character per se. So if you want to have joined another regiment other than the 13th with the information about the command MA's that's fine. Just let me know! (That option is obviously open to other PCs if they think they've also been unfairly disadvantaged by not having the MA annoucement in time. I suspect that you're the only one in that position though; most other people going to the front are doing so because of Shylock loans, not deployments!)
The issue here is slightly different from my perception.
Despite popular misconception, the traditionalist (as in following the core rules) approach to campaigns is actually a single roll for everything per season. While the rules aren't as clear as they should be, they specifically talk about "Campaign Determination", not monthly battle results. The latter isn't mentioned at all. So the safe option is merely using that rule for death, with more chance of reward so people don't get stuck at the front as long.
So, in terms of the house rules that are actually making the game more brutal it's monthly battle results, far more than any other rule. It's those that have fundamentally altered the balance here rather that the natural 12 rule or the extra +1 Death Modifier a Major has over a Captain.

18.311 Members of the military must serve with an appropriate frontier regiment. Infantry with infantry, cavalry (including dragoons) with cavalry. The elite RNHB regiment is infantry but is open to both cavalrymen and infantrymen who meet the regiment's qualifications.
